Program evaluation
Beginnings of the program evaluation start in the 60-ies, when in United States social care expenses were growing enormously. Very expensive programs were started without proper analysis concerning their efficiency towards public issues solution, for which they where meant. Problem was complicated because public sector did not have obvious efficiency index as private sector had. In private sector there are people who check income, expenses etc. and define profitability of the company. In public sector supervisor checked only if there was no abusive practice. So it is difficult to evaluate efficiency of the program promoting public „profit”, because in the case of social programs their efficiency is not evaluated with simple financial criteria, in dollars. Most of those criteria are much more difficult to define and measure than financial result.
